The first Wardmaster, Watson, is practically the only person capable of keeping supervision over these buildings and the ward. The second Wardmaster (Chan A Lok) is said to be a very good dresser and assistant at Post Mortem examinations, but as he has no control over his countrymen.
11. We are of opinion that the second Wardmaster should be a European, and he should take his duties in turn with the first Wardmaster.
12. Wardmaster Guerreiro, attached to the Small-pox and quarantine Hospitals, assists at the Civil Hospital for about six months in the year when not employed at his own duties, but he also seems to have no control over the patients.
